You may not be aware of the boom in the crime of identity theft but it is a crime that continues to increase, especially as many people become less careful with their personal information and who they are willing to give it to. Just as an example, almost 8 million people were victims of identity theft of some form during 2006.

It is hard to understand why there is such a major increase in this type of crime, which is a crime that barely existed only 10 to 15 years ago. Yes, there were fraud cases back at that time, but not nearly to the extent nor the sophistication that today’s identity theft crimes display.

Much of the reason, it must be assumed, is due to the Internet boom and how there are literally millions more people online every day than there were several years ago. But this is NOT to say that the Internet or the information technology craze is a bad thing, not at all. What it does mean, however, that it is easier than ever for people to share personal information online. There is no personal interaction required to type information into a web form or via instant messenger or via email, when in reality, you do not know for 100% sure exactly WHO is receiving the information you are transmitting into cyberspace. You may THINK it’s your bank asking you to verify your information or this great new friend you met in a forum that teaches Sunday school, but do you really know?

For the most part, most consumers are unaware of what information they are NOT required to divulge. People who are relatively new to the Internet and email do not realize that their bank or credit card company would NEVER ask them to verify personal information online, yet thousands of people fall victim to email scams every year by doing so because the email looks so “official”. What they don’t realize is that almost any 12 year old worth his salt can create an “official looking” email that probably would look better than one the real bank or credit card company would send out themselves!

Never give out your personal information, account information or PIN codes via an online form or to a telemarketer over the phone. Even if you don’t have doubts about the identity of the person calling, be cautious anyway and YOU initiate the call to the bank or credit card company so you know who you are calling.

Invest in a paper shredder, which are less than $40 at almost any office supply store. And with those credit card offers you get in the mail every week? Shred them. If you are like most people and simply tear it in half and throw it in the trash, this becomes gold for the identity thieves who regularly engage in “dumpster diving” to piece back together such offers so they can steal your identity.

Protect your identity and your personal information. It may be a bit more trouble than you are used to taking, but if your identity is stolen, you will spend weeks, month, and even years trying to get things straightened back out.

The nightmare of identity theft strikes an estimated 750,000 people every year. How can you keep from being one of them? While there is no guarantee that you won’t become a victim, there are some steps you can take to decrease the risk and protect yourself.

According to the Federal Trade Commission, some everyday tips to protecting your personal information include:

• Not giving out your personal information to a stranger over the phone, the Internet, or through the mail. Your Social Security number (SSN), phone number and address, credit card or bank account numbers, and drivers’ license number can be used by criminals to assume your identity. Unless you know the person you are communicating with or have invited them to contact you, do not answer any question that makes you uncomfortable. Identity thieves can pose successfully as agents from banks, credit card companies, Internet service providers, utility companies, or government offices. If someone calls claiming to represent a legitimate organization, confirm this by calling the customer service number listed on your statement or bill.

• Finding out how your personal information will be used and if you have the option to keep the details confidential when providing this data to a legitimate organization, for example, when filling out an application. Ask if the organization has a method of securing your information and if they plan to share it with other companies or individuals.

• Always monitoring the balances on your checking, savings, or other financial accounts. Keep an eye out for unexplained charges or withdrawals made without your permission. Carefully reading your monthly bank and credit card statements, then checking the amounts against your check register or other record-keeping method could catch a thief in the act of assuming your identity and spending your hard-earned money.

• Keeping track of your billing cycles. If your credit card statement doesn’t arrive at its usual time, this could signal an address change by an identity thief.

• Being cautious handling your mail and even your trash. Place outgoing mail in a post office collection box or at the post office instead of leaving it out on your mailbox. Bring the mail inside promptly every day, and when planning to be out of town, enlist the help of a friend or neighbor to do the same. A thief can sift through your garbage in search of sensitive information. Shred all charge receipts, credit offers and applications, insurance or physician’s statements, checks and bank statements, and discarded credit cards.

• Storing your Social Security card someplace other than your purse or wallet. Provide your SSN only when necessary, and ask to substitute another number if your state uses your SSN on your drivers’ license.

• Carrying only the credit or debit cards you need. Leave other identifying cards at home.

In addition to the everyday precautions that can minimize your risk, there are some other actions you can take to improve your safety:

• Safeguard the information on your computer by updating your virus protection plan on a regular basis, using a firewall to keep hackers from accessing your files, and deleting any personal information on your computer before you dispose of it using a “wipe” utility program that clears the hard drive. Never download a file from someone you don’t know, and do not open e-mails from an unfamiliar sender; doing so could expose your computer to a virus. Finally, when submitting personal information over the Internet, look for the “lock” icon on the status bar to know that your browser is secure.

• Use passwords for your bank, credit card, and phone accounts. Try to think of a unique number that you can remember other than your birth date, your mother’s maiden name, the last four digits of your SSN, or a series of numbers in order, e.g. 1-2-3-4.

• Find a safe place for your purse or wallet while you’re at work. Ask about the policy your office has for securing your personal information, such as who has access to it, where it is stored, and how it is disposed of when you leave.

• Every year, order a copy of your credit report from the three different credit bureaus, Equifax, Experian, and TransUnion. Check for the accuracy of each and correct any discrepancies. You may be charged for the report, but the savings you receive in peace of mind is well worth the fee.

• Clean up any credit damage as soon as you possibly can. Errors in reporting alone happen often, some estimates are as high as 62% of the information on a credit report may be inaccurate. A client of this bank, who absentmindedly logs into the online banking site, will be facing a webpage that asks for information. This webpage would explain that it is updating information about the bank’s clients. And the gullible client may simply fill out the form and click the “OK” or “SEND” button.

Before clicking the button or sending vital information in the internet, an individual must first check the URL (Universal Resource Locator) of the webpage that he is facing and determine if it is authentic. For example, the authentic website for eBay is http:ebay.com and the fake one is https:ebay.com. There is a one-letter difference. This does not mean that the “https” indicate a phony website. In fact, the additional s is desirable when entering personal information. This letter s, along with a symbol of a lock at the bottom screen, indicates that the website is secure.

And lastly, always check the details, especially the details on the bank account statement and the credit card bill. Some people, upon receiving the credit card bill, postpone the opening of the envelope because they don’t want to see how much they must pay before a specified due date. This habit can be damaging because these people do not immediately know if there have been unauthorized use of the credit card.

People could be wasting thousand of pounds on useless and expensive insurances, says the new Which? Money Saving Handbook.

Wilma J., a former Pennsylvania real estate broker, placed a debit block on her bank account, but only after fraudulent withdrawals of $14,000 through debit card theft. “I didn’t even know about debit block,” she remorsefully admits. “If I had known, I could have saved myself a lot of money. I wouldn’t have gotten cleaned out.”

While on the subject of barn doors, locking, and disappearing horses, consider some of these additional debit card horror stories, as practiced by con men: An Ohio truck driver was cleaned of $19,000. A California high school teacher, $9,500. An Illinois Lutheran Minister, $6,000. An Arizona insurance agent, $11,000. Even a New York credit counselor, $18,300. These are just a few of the plentiful examples which move a grown-up to join the children, and cry.

Sadly, to go through the ritual of setting up a debit block is looked upon by many people as the equivalent of marrying someone your parents chose for you.

It’s not really all that bad. Try it. If you are one of the few who even know about this banking service, and, If your bank is one that offers it, it is nothing more than added identity theft insurance. We’re not trying to sound like the sheep herder who cried, “wolf,” here. But, if you wait until after the fact–until a raid is conducted against your bank account–trying to correct it would be like attempting to run the Marathon with a cracked shin bone.

With some 50% of all major U.S. corporations being hit up with unauthorized withdrawals last year, this lucrative reward for identity theft is now more widely used by con men to go after consumers too, yes, people just like you. Surprising it is, in light of this, that so few debit card users even know of the simple steps that can be taken to protect their accounts.

First, you might well say, I don’t want any con men breaking the bank at my expense. How to prevent? Let’s begin at the beginning. What is a debit block anyway?

An ACH block (Automated Clearing House) works like a stop-payment order on a check. So, how do you use it to protect everyday debit card transactions? A variety–or combination–of ways:

>You can allow no ACH debits to your account at all. Except your own, that is.

This tightening of the screws puts out of reach your funds to all sources, both legitimate and illegitimate–prevents them from “tapping in” to your account. Not too practical, but effective. For con men, it totally denies them the intoxicating fragrance of easy money.

>You can set the block up to allow withdrawals only on certain dates of the month. This gives you a good measure of added protection, if only you know which days of the month your account will be active. Under this scenario you reverse the usual cat-and-mouse game with the con artist. You get to call the shots instead of him. You control the shell game yourself.

>It can be set up with a dollar limit, so that you cannot be cleaned out in one fell swoop. Limited in practicality, but effective in thwarting thieves. (Remember, you would be up against an adversary whose idea of the game is that it involves but one “sporting” gesture: when a victim is down, kick him.)

>You can structure it to allow payments to only payees on an approved list. These payees might include: your utility, phone, water, insurance providers, your daughter’s private music instructor, and all others on your monthly billing cycle. Here again, you would be limiting yourself somewhat, in the name of protection against theft. For all the devil’s inventiveness it’s hard for con men to figure a way around this barrier.

These are just a few of the options you have. We’re sure your friendly neighborhood banker would gladly provide more.

An oddity in our financial safety net–a big hole, really–is that credit card holders are liable (once quickly reported, a must) to a maximum of $50 in losses. On debit cards, however, you’re on your own. With these, if you keep $30,000 in your account, that’s how much you could lose.

The con men, in these days of such wide spread identity theft, are picking the low-hanging fruit. They are finding that these outrightly criminal withdrawals from bank accounts are as easy as stealing cookies from girl scouts.

You can’t be the boy in the plastic bubble, insulating yourself from all perceived unpleasant realities, and their consequences Not when the remedy is so obvious. Satisfy yourself with knowledge. Study up on the subject. You don’t have to be a victim. Not when it is so relatively effortless to set up your own debit block at your bank.

A leading identity theft expert used the credit industry’s annual conference to show that the government has massively over-hyped public fear of the extent of identity fraud to sell its Identity Cards Bill.

He also warned the credit industry not to join the bandwagon by selling over-priced prevention products to over-anxious consumers, and to help combat the crime by supporting victims more readily.

Barry Stamp, Joint Managing Director of checkmyfile.com, presented to leading credit industry figures at the Institute of Credit Management’s National Conference. He showed how the government’s estimated figure of £1.72bn worth of losses to the UK economy, caused by identity fraud, has been massively over-inflated. In particular, these include the costs of security checks for routine government functions and losses that reasonably cannot be included within the general understanding of identity fraud. This has whipped up public fear and in doing so is likely to obtain wider public support for the introduction of identity cards. “The largest single component of the government’s £1.72bn estimate is £504.8m worth of losses relating to plastic card fraud, taken from the figures reported in April 2005 by APACS. Closer examination of the APACS figures show that losses from identity fraud account for just over 7% of overall card fraud, so the true losses are only £36.9m. This example is one of many that clearly illustrates how the government has used a creative approach to the definition of what is and is not included within identity theft losses,” said Stamp.

“Going on to include the £62.8m cost of the measures to counter identity fraud when processing passport applications, and another £34.8m for things like unpaid fines where the offender doesn’t turn up at court are further examples of how the definition has been stretched”. “In reality, identity fraud is a fast growing crime, but losses in the UK are probably running closer to £150m at the moment”.

Stamp warned: “While the risk is real, and consumers need to increase their awareness, there really is no excuse for the government to strike fear of falling victim to identity theft into consumers for political advantage. If the credit industry exploits that fear to promote over-priced identity theft protection products to replace waning income streams from payment protection insurance, then that would be totally unacceptable.”

“If the problem is as large as it is claimed to be, then I would very much like to know why Police resources have not been strengthened to combat the crime. Of the many hundreds of cases of identity theft that checkmyfile.com has reported to the Police, not one has been pursued to court action.”

“Any consideration of the effectiveness of identity cards should also bear in mind the state of some of our existing national databases.” says Stamp. “In the UK, our government just isn’t very good at collecting personal data or maintaining it, so what reasonable person might assume that the National Identity Register might be any different? In the UK we don’t even have a central point of reference to check whether cards or any other identification documents are lost or stolen, as exists in other countries, nor have I seen any plans to build one.”

Stamp, author of ‘Identity Theft, Prevention and Victim Assistance’, and whose company checkmyfile.com provides consumers with access to a wide range of databases, and supplies identity restoration services to a leading insurance company, urged credit managers who attended the ICM National Conference to follow the lead of some lenders who offer free identity theft prevention advice and to work together to combat the crime.

He said: ‘Credit managers working together have shown in the past that losses from criminal actions, such as mortgage fraud, can be prevented by sharing intelligence. The main form of Identity Theft is credit theft. This is the most common and the one most people fear the most. Credit theft is only about 28% of identity theft. Bank fraud is 18%, phone and utility fraud is 19%, employment related fraud is 13%, Government documents & benefits fraud is 8% and medical fraud is growing. Bank fraud differs from credit fraud in several ways. With credit theft, once the crime is discovered and the victim is identified then their accounts are quickly cleared up. It’s primarily a paperwork issue. In the case of bank fraud, the victim can loss a lot of money and possibly never recover it. It largely depends on how the money was removed from the account and it some cases to where the money was moved. There are a lot of laws protecting bank account owners, but there are many scenarios where it is difficult to impossible to determine if a person was really robbed. For example, a wired transfer to a country where it’s impossible to investigate banking fraud.

Utility fraud is relatively easy to commit. Think about how little it took for you to establish phone or electrical service at your home. If a persons identity is fraudulently used to obtain utility service, it isn’t difficult to resolve the problem relative to the other forms of identity theft, but it can indicate a much greater problem. The same information that was used to fraudulently establish utility service can be used to obtain credit. After all, even criminals need to furnish their home with two years same as cash furniture that most honest people do. By the time the payments come do on this new furniture, the criminal is probably onto their next location and victims.

Employment fraud should be particularly concerning to most Americans. With the rise in illegal immigration and terrorism, many people are entering the US illegally and using other peoples identities to slip quietly into the system. Others are using other peoples credentials to get better jobs. There are people out their that gladly change their identity to someone with a PhD, MBA or other college degree to establish themselves in a great job. There was a recent news series on a school principle that falsified much of his credentials to get his job. He never would have been caught except for an unrelated crime brought him into the light and his lies were exposed. This kind of identity theft affects everyone. What if a pedophile faked credentials to get a teaching job?

Millions of dollars are illegally obtained from our government every year with fraudulent identities. There are dozens of stories every year where a criminal organization used the elderly to obtain Social Security or Medicare funds. How many of the most fragile members of society are compromised and harmed every year because the wrong person got a hold of their Social Security Number? How many government grants and loans have been approved to an impersonator? Think about all the Katrina victims that were re-victimized by other people stealing their identity and claiming their aid.

Medical identity theft is growing. It is becoming more and more frequent where a ill person is seeking medical treatment under another persons identity. Most scenarios seem to be related to a drug addict trying to obtain more prescription drugs, but other desperate individuals are discovering the technique. Imagine the medical identity of a healthy 30 something father is compromised by someone with AIDS. This father wants to get a large life insurance policy to protect his family. What kind of trouble is he going experience when he is denied? In some cases, the insuring company won’t even tell the applicant why their being denied.

Criminal identity is growing too. Imagine a street level drug dealer learns that he can extend his criminal career by assuming someone else’s identity. He is arrested. Gives another persons name and address when booked, then doesn’t appear for their court date. Guess who the police will be looking for when serving that warrant? Yes, the problem will be cleared up eventually, but will that be after the victim of the identity theft is humiliated by the arrest process? What if they’re arrested at work or at home in front of the kids? And now, every time a criminal background check is run on this victim they are going to have to explain how they were a victim; if they even get a chance.
